Das Weiße Haus berichtete heute, dass Präsident George W. Bush nun dem Pentagon befohlen hat 92 Millionen US-Dollar für militärische Ausrüstung und Training von oppositionellen Gruppen, die gegen den irakischen Führer Saddam Hussein gesinnt sind, zur Verfügung zu stellen.

Die fünf Gruppen sind: die Assyrische Demokratische Bewegung (Zowaa), die irakischen Freiheitskämpfer und Bürgerliche Bewegung, die Irakische Nationalfront, die Irakische Nationalbewegung, die Nationale Turkmenenfront und der Islamische Akkord Iraks.

Die anderen irakischen Oppositionsgruppen wie der irakische Nationalkongress (INC), das hohe Konzil für die islamische Revolution im Irak, die Demokratische Partei Kurdistans (KDP) und die Patriotische Union Kurdistans (PUK) sind bereits in die Liste aufgenommen. MITTEILUNG AN DEN STAATSSEKRETÄR BETREFF: Präsidentenbeschluss über Ernennungen gemäß des Befreiungsgesetzes von 1998

Gemäß meiner Pflicht als Präsident der Vereinigten Staaten von Amerika und niedergeschrieben im Paragraphen 5 des Gesetzes zur Befreiung des Iraks von 1998 (Öffentliches Recht §§105-338), beschließe ich hiermit, dass jede der folgenden fünf Gruppen eine demokratische Oppositionsorganisation ist und dass jede Gruppe die Kriterien des Gesetzes vorangestellt in §5 (c) erfüllen: Assyrische Demokratische Bewegung, die irakischen Freiheitskämpfer und Bürgerliche Bewegung, die Irakische Nationalfront, die Irakische Nationalbewegung, die Nationale Turkmenenfront und der Islamische Akkord Iraks. Hiermit ernenne ich jede dieser Organisationen als qualifiziert gemäß §4 des Gesetezs um Unterstützung zu erhalten.

Sie sind befugt und haben die Anweisung diesen Beschluß und die Ernennung dem Kongress mitzuteilen und für dessen Veröffentlichung im Bundesregister zu sorgen.

This morning in a memorandum to the Secretary of the State, Colin Powell, and US Defense Secretary Donald Rumsfeld, President Bush designated the Assyrian Democratic Movement and four other Iraqi opposition groups as the „Democratic Opposition Organizations“ under the Iraq Liberation Act of 1998. This ‘Presidential Determination’ allows each of the five groups to receive U.S. Government financial and material assistance.

President George W. Bush has now directed the Pentagon to provide up to 92 million dollars in military equipment and training to groups opposed to Iraqi leader Saddam Hussein, the White House said today.

The five groups are the Assyrian Democratic Movement (Zowaa), Iraqi Free Officers and Civilians Movement; the Iraqi National Front; the Iraqi National Movement; the Iraqi Turkmen Front; and the Islamic Accord of Iraq.

The other Iraqi opposition groups already on this list are the Iraqi National Congress (INC), the Supreme Council for the Islamic Revolution in Iraq, the Kurdistan Democratic Party (KDP), and the Patriotic Union of Kurdistan (PUK).

MEMORANDUM FOR THE SECRETARY OF STATE SUBJECT:

Presidential Determination of designations Under the Iraq Liberation Act of 1998

Pursuant to the authority vested in me as President of the United States, including under section 5 of he Iraq Liberation Act of 1998 (Public Law 105-338) (the „Act“), I hereby determine that each of the following groups is a democratic opposition organization and that each satisfies the criteria set forth in section 5(c) of the Act: the Assyrian Democratic Movement; the Iraqi Free Officers and Civilians Movement; the Iraqi National Front; the Iraqi National Movement; the Iraqi Turkmen Front; and the Islamic Accord of Iraq. I hereby designate each of these organizations as eligible to receive assistance under section 4 of the Act.

You are authorized and directed to report this determination and designation to the Congress and to arrange for its publication in the Federal Register.
